Only 16.8 % of the 412.311 people that make up the visually impaired population in Turkey participate in the labour force and access to jobs is being limited for a big proportion of 80 % disabled individuals who can work. Differences appear to be striking in arrangements towards disabled employment in EU countries and in Turkey. For instance, according to data from the EBU, there is a regulation for keeping the number of disabled at the rate of 7 % in workplaces with 50 or over employees in Italy whereas this rate appears to be limited to 3 % in Turkey and the employment itself does not appear to be a solution to the problem.
In Turkey, despite an anti-discrimination policy, disadvantaged position of disabled individuals and especially women remains to be a significant social problem due to a lack of public and private educational institutions.
Therefore, the transfer of outcomes of the "E-Learn-VIP project" and the study to be carried out in this Project will allow in meeting an important need for the development of existing system for vocational education and using it by bearing in mind the vocational education purposes for the entire population of visually impaired individuals. With the international Call Centre Agent Certificate education which will be carried out in Turkish, English, German and Italian Languages with the cooperation of our social partners such as Call Centres Foundation and the Alti Nokta Foundation for Visually Impaired, development of employment fields for visually impaired individuals, an increase in their working potential and quality of life and the possibility of being able to work as a qualified staff in gradually growing call centre industry will be achieved. In the EBU priorities list it was stated that visually impaired individuals could not participate fully in the fastly digitalized and technology-dependent society due to discrepancies with regard to accessing and distribution of technology & its services and that visually impaired individuals encountered a serious case of digital divide.
In this context, developed LMS for visually impaired must accommodate different interfaces for pda, scanner and mobile devices and should allow access in many different ways. With the mobile technology to be developed, visually impaired will be provided equal opportunities in accessing technology by diversification of distribution channels.
Aims of the project are:

Increasing opportunities and quality of vocational training for visually impaired individuals, in particular women

Transfer of a learning management system (LMS) that is suitable for the use of visually impaired individuals that is unavailable in Turkey and translation of this software into Turkish.

Development of the transferred LMS systems with addition of mobile access support and examination module

Creation of international certification program for call center agent

Preparation of educational content in German, English, Italian and Turkish versions

Introduction of training opportunities and certification programs to the target audience

Web page preparation of the project and dissemination of the work plan and developments on the webpage
